[infrastructure] education-wg archive brokenness

So it looks like education-wg hasn't been storing archived messages since 
February 5th.  I misunderstood a previous report of brokenness.  Looks 
like we've probably dropped about a dozen messages.

This is very odd behavior -- any clues?  Ean?
