[infrastructure] Adding new pages at OSFA

There are some limitations in place that keep users from editing anything they want. 

You should be able to edit any page in the /wg directory. So, for instance, you should be able to create a page like /wg/education/new-initiative but you can't necessarily edit /new-initiative. I can always up the privileges of your account or some other set of people. The main point is to constrain the actions of some random spammer type who wants to deface the front page.
