[infrastructure] Technical tasks for the infrastructure team

Could we stand up one of the following?

1. A ticket system for tracking work requests that come into the queue.

OR:

2. A wiki page that acts as that ticket system for now.

Just a simple list that shows us what tasks are to be done, which ones are 
most critical, and who owns the task, would be very useful.
