> 3.  Gunnar will adapt that draft to write public-facing language for workgroups top-level page on website.

> 5.  Process for creating a new workgroup:  Submit a paragraph description to the workgroups committee.  If approved by a majority of the WG committee, voila!  new workgroup.  The WG committee reserves the right to revoke a group's status if no progress is made or if members damage the org's reputation.
