[infrastructure] What platform is OSfA built on?

Is it Drupal or something similar?

Here's my question: if I go out and say "the infrastructure team for Open 
Source for America wants YOUR HELP!" will we be able to find people who 
can say "yeah, I know that stuff"?

Because I feel like we're breaking poor Ean down with requests.  And if 
he's the guy who's gonna be responsible for the whole ball of wax, we're 
gonna kill him.

Also: do we have a list of tasks being tracked somewhere?
