[infrastructure] Visibility of working group home pages in a logged-out state

So when I go to the OSfA site, I can't find any references to the working 
groups at all unless/until I log in.

Do we want the working groups to have more prominence than that?  Since 
they will be (1) a large part of what drives the org itself, and (2) 
perhaps one of the things that will drive interest in the org, should we 
consider making these pages visible under "Get Involved" *before* logging 
in?
