[infrastructure] Please add style for 2-level menus, also workgroup/list disagreement

Ean, other java/css geeks:

I'd really like to add the list of Workgroups and Projects to the menu
under "Get Involved".  However, when I tried I found that no styles were
set up to encompass a 2nd-level menu, causing items indented under
"Working Groups" to display oddly/unreadably.

Please fix, so I can add the menu.

Second, "Press", "Report Card" and "Infrastructure" are really Projects
rather than working groups because they don't involve policy or broad
areas of interest.  Can we change their homepages so that they're under
/projects/ and the home page headers?

Third "Press" has no listed mailing list.

Fourth, Ean was going to give me a merge statement so that each working
group homepage could have a "join me" button.  What happened to that?
