[education-wg] GIFT assessment format (was Re: endorse S. 1714 and ask for help...)

I missed this the last time I looked at Moodle.  This GIFT format
(spec is GPLed, no restrictions on implementation) from Moodle is
pretty close to ideal for our purposes, except it needs to be
extended:

In order to work with the del Soldato/du Boulay "Motivational
Tactics," each question would also need to be able to have specified:

A. relations to other questions
    1.  set of questions which help answer this question
    2.  set of questions which answering this question helps answer
(Can some of the directed graph of which questions assist in the
answering of other questions be derived from categorization or must it
be stored completely explicitly?)

B.  set of relations to other questions by relative difficulty; for each:
    1.  another question
    2.  more or less difficult, and how much

C. (all these are optional)
    1.  general help
    2.  specific help
    3.  hints explaining why wrong answers are wrong ('surprise result')
